Fraud case 'stalled'

A Mmakaunyane, Mpumalanga councillor, Shangy Mbekwa, has accused the police of using delaying tactics after he opened a fraud case against the mayor of Moretele, three officials and two councillors.

Mbekwa said he was serving in the finance portfolio committee of the Moretele local municipality.

"As political head of expenditure I have been struggling since August to get clarity from the official head of expenditure, chief financial officer, municipal manager, speaker, whip and mayor Asnath Molewa.

"Now projects for service delivery have stuck due to lack of funds, but the mayor has bought a new BMW X5 worth R500000 without following correct procedures.

"Molewa now uses two vehicles. The other one is a Toyota Prado which she bought last year for R500000.

"Now they are selling the Toyota Prado on auction after I have opened the case," said Mbekwa.

"At the beginning of the financial year there was no money for salaries which resulted in the municipality making a R7million bank overdraft."

He said the communities that fell under the municipality suffered because Magalies Water did not supply water for more than a month because it was owed R28million.

Mbekwa said the auditor-general had requested explanations about a R23million outstanding amount owed to the municipality's debtors.

Shimi Shoole of the Makapanstad police confirmed that a case of fraud against the accused was being investigated, but could not give more information because "it is a high-profile case which is at a sensitive stage".

Moretele municipality spokesman Mothupi Malebye said he was not aware Mbekwa had opened a case against Molewa and the five officials, but confirmed the Prado was being sold.

"The municipality is selling the mayor's Toyota Prado because it has more kilometres on the odometer," said Malebye.
