Finance Minister Trevor Manuel, introducing the National Treasury's annual report to Parliament yesterday, said "there have been some instances of flagrant disregard of the high ethical and fiduciary responsibilities expected of people in our financial institutions. These often involve hundreds of millions of rands plundered from companies or from ordinary South Africans who spend a lifetime saving relatively small amounts annually."
