Mining laws 'slowing progress'

South Africa's mineral laws are creating a barrier for this country to take advantage of the commodities boom, De Beers chairman Nicky Oppenheimer said on Friday. Oppenheimer gave as an example that De Beers is searching for new diamond mine fields in Botswana using a Zeppelin airship, but the same airship could not be used in South Africa before complying with environmental impact assessment rules. - Reuters
