Finance Minister Trevor Manuel has refused to be drawn into the politically sensitive debate on the effectiveness of having nine provinces in the country.
He said the matter was being handled by his colleague, Provincial and Local Government Minister Sydney Mufamadi.
Addressing journalists in parliament yesterday on spending in the provinces, Manuel said Mufamadi had raised pertinent issues.
On budgets, he said the national treasury did not dictate to provinces on how to use finances because this was an independent sphere of government.
He said a wide consultative process took place before agreeing on budgets. -Waghied Misbach
