The development and sustainability of Bushbuckridge in Mpumalanga rests on residents paying their municipal bills.
This was the gist of a budget speech delivered by the town's executive mayor Milton Morema in Shatale on Wednesday.
The mayoral budget for the 2007-08 financial year is R472million compared with that of 2006-07, which was R389million.
Morema said it was up to residents to help the municipality to improve service delivery by paying their bills.
"For there to be effective service delivery, there should be an accompanying commitment by residents to pay their municipal services," Morema said.
Morema also asked residents to be aware and guard public amenities from being vandalised.
"The projects that will be implemented through this budget should be jealously guarded by communities.
"In some instances contractors and contract workers have joined in the vandalism," Morema said.
He appealed to ward committees to play a vital role in guarding public amenities because "there is no better security than community-based security".
Bushbuckridge is a densely populated region with more than a million inhabitants. Most of them reside in the region's rural areas.
The area was originally in Limpopo but was incorporated into Mpumalanga in March last year.
Deputy President Phumzile Mlambo-Ngcuka visited the area during a presidential imbizo last year and said it needed special attention in terms of service delivery.
