It appeared Radebe had been the last person to be told of the report, Msibi said. He was reacting to a statement from the DA that the auditor-general had warned the government months ago that introducing the licensing system was a high risk and that a "big bang" introduction had an 80percent chance of humiliating the country.
The ministry had itself requested the audit, according to the DA.
"We would like to reiterate that the minister had not been informed of the report and we have requested a copy for the minister's attention," Msibi said.
"We assume the minister will be given an opportunity to study it and comment, without being judged. It is incorrect to assume that the existence of the report meant the minister had already seen it and deliberately ignored its recommendations."
Msibi said the Ministry of Transport was "highly disturbed" by an impression being created that Radebe "runs a one-man-show in the health and transport portfolios.
"Our staff are working extended hours to ensure the reduction of the backlog.
"This weekend alone we were able to perform more than 200000 transactions on the system," Msibi said. - Sapa
