Especially worrying, as the minister pointed out herself, is the collusion of pastors and traditional leaders who help foreigners to access grants "by making affidavits [for foreigners] confirming that they are locals".

Helping people who have no right to grants to access them is a serious crime.

This is the message the minister must communicate to the public in the strongest terms.

A national drive against identity document scam is long overdue, as is prioritisation of the fight against this kind of racket.
