Dieketseng Mokoena, above, from Reitz in the Free State has applied for an ID book six times. And every time she did she received a temporary one.

Mokoena, 25, first applied for an ID in 2001.

"I have waited far too long. Because I have no ID I can't find a job. I have been to those offices [Home Affairs] every year since 2001 and they have not been able to help me. I even went to their Soweto offices, but they told me I could only use my affidavit, clinic file and baptismal certificate in the Free State [to apply for an ID]."
