The former head of the provincial treasury in the Eastern Cape, Monde Tom, has been paid more than R4million in a golden handshake.
Tom was suspended by Eastern Cape Premier Nosimo Balindlela after the sacking of former finance MEC Enoch Godongwana in September 2004.
Tom, who was the superintendent- general of the treasury, was charged with negligence and with breaching statutory and contractual duties while in charge of provincial funds.
The R4 million was paid to him after the Eastern Cape government could not find him guilty of any irregularities.
He was also charged with failing to "adequately budget for the projected 2004-05 budget expenditure by the Social and Education departments, as well as the Coega project".
The provincial government alleged that Tom failed to exercise adequate control over the provincial budget in 2004-05.
It claimed that his negligence had resulted in gross overspending by the Social development and Education Departments.
The government also blamed Tom for failing to take timeous and adequate steps to curb the expenditure of these departments.
The provincial auditor-general, Singa Ngqwala, and the standing committee on public accounts, are both questioning the golden handshake.
They expressed concern that the provincial government was losing money over suspensions.
