He is overweight and unattractive and I think he has all sorts of complexes that he likes to take out on the people around him.

We are all fed up and don't know what to do to make our workplace pleasant again because everyone is too frightened to talk to him. What should we do?

This situation cannot continue. What you should do is gather together and confront him as a group. Tell him that you do not like his style of management. If this does not work, then speak to his superior or superiors, again as a group.
