Maybe the Queens language is getting too difficult to understand for me lately. Can someone explain to me, what does dodging mean? "...to take civil action against people who dodge e-tolls". My understanding of dodging is 'avoiding to use in an unscrupulous way or with negative motives'. How are they going to measure if I was dodging or that I just decided to use a different route to get to my destination?
