Those who govern major metros via 'stokvels' must enjoy it while it lasts says Mantashe

African National Congress secretary-general Gwede Mantashe says those who are governing metros through “stokvels” should enjoy it while it lasts.

“Those who govern Johannesburg‚ Tshwane and Nelson Mandela [Bay]‚ via stokvels must enjoy it while it lasts because we are going to come back‚” he said‚ referring to the coalition-led administrations in SA’s key metros.

Mantashe made the statement at the Black Management Forum (BMF) conference in Midrand on Wednesday.

The ANC has embarked on a process of introspection after elections as it works to rebuild what it lost.

Mantashe said that before liberation movements lost power‚ the trend was that they lost urban centres‚ and the ANC’s performance in the elections showed the party was no different and needed to go back to the basics.

The secretary-general said the party needed to manage the succession of President Jacob Zuma as ANC president because many people were jockeying for position and it was beginning to look like a stampede.

He said the party needed to fight corruption and looting‚ and it had looked at how money weakened liberation movements.

People in liberation movements spent many years fighting for a cause‚ not making money‚ but when they got into power they soon found themselves with access to billions‚ he said.

“It’s like putting a mouse in a cheese factory‚ then I eat myself to death‚” said Mantashe.

The secretary-general said one of the mistakes the party had made was to create a passive society with people expecting everything to be delivered to them.

“That’s why in SA you find that the biggest demand is free … free this‚ free that‚” he said.

Mantashe said the party had realised that it needed to do more to connect with young people and to have a society that contributed more to debates.

In Gauteng‚ he said‚ the ANC was revisiting will e-tolls but he urged Johannesburg’s “middle stratum” to contribute towards finding a solution to the issue.

The secretary-general said this sector of society was part of the intelligentsia whose characteristic was vacillation as it was able to serve anybody because it had skills.

“The biggest challenge for the ANC in Gauteng is to reconnect with yourselves … it’s not a choice‚ it’s an obligation‚” said Mantashe.

Johannesburg’s e-tolls have been a thorn on the ANC’s side and were a contributing factor to the party’s falling support in this year’s local elections.

“Bring your ideas Mncane [Mthunzi] now‚ don’t protest and tell us you will show us in 2019‚” he said‚ addressing the BMF president.

He said BMF members‚ as beneficiaries of change‚ must come up with well thought out and analytical ideas.
