Wanted: New metro city managers

The country’s major metros have started looking for city managers as new councils seek to deliver on promises made before the elections.

In many metros‚ city managers‚ the drivers of service delivery in a city‚ resigned as the previous administrations were concluding their work before the August 3 local government elections.

In Johannesburg‚ the Democratic Alliance’s new executive mayor Herman Mashaba requested outgoing city manager Trevor Fowler to remain in his position until December to give council enough time to find a replacement for him.

City spokesman Tony Taverna Turisan said the position had been advertised in the Sunday Times on September 18.

“It is legally prescribed that the city must advertise the post for a minimum of two weeks. A panel must then be convened which will be chaired by the mayor‚ include a councillor elected by council‚ Councillor Musa Novela from the EFF (Economic Fredom Fighters)‚ and must involve an outside expert‚ Martin Hopkins. This panel will do the shortlisting of all applicants‚” he said.

After the shortlisting‚ they will undergo screening and a competency assessment. Once a preferred candidate is identified‚ a report will be tabled for council approval. Only then will an offer of appointment be made to the preferred candidate.

The City of Ekurhuleni is also looking for a new manager after the resignation of Khaya Ngema. The African National Congress was able to retain this metro but replaced mayor Mondli Gungubele with Mzwandile Masina.

Spokesman Themba Gadebe told TMG Digital: “The Ekurhuleni Metropolitan Municipality has initiated the process of appointing a city manager.”

He explained that candidates would be required‚ amongst other needs‚ to have:

- A postgraduate degree in Public Administration/Political Sciences/Social Sciences/Law or equivalent qualification‚ plus extensive management and local government experience; and

- 10 years’ experience‚ of which at least five must have been at senior management level within the municipal or public sector or similar environment.

Ekurhuleni wants to complete the appointment “as soon as possible” but the process has to be approved by council.

Gadebe could not provide salary package details for the city manager.

The Nelson Mandela Bay metro also advertised the position of the city manager for a five-year fixed term‚ with a remuneration package between R1.7-million and R2.4-million.
