Broke ANC begs for airtime

The ANC has told its election campaigners to ask supporters and local business people to donate money for airtime and SMS and data bundles.

They should also ask for petrol money, encourage them to donate second-hand clothes to the party and organise discos to raise funds for the ANC election campaign.

The fundraising strategy suggestions are contained in the ruling party's 94-page 2016 election campaign manual sent to regions ahead of the August 3 local government elections.

The governing party is likely to face its toughest local polls this year. In 2014 it reportedly admitted that it was struggling to make ends meet after a R20 million decrease in electoral funding following its loss of 16 parliamentary seats in that year's elections.

In the manual, the ANC asked branches in various zones or regions to subsidise their poorer neighbours and offer ideas to its election campaigners.

These included asking supporters, traders and business people for "many resources" and "donations in kinds" such as airtime, SMS and data bundles, food for volunteers and petrol for taxis, among others.

According to the manual, ANC members must consider asking branch members to donate second-hand clothes, food and cakes to be sold outside shops or ranks.

It suggests that in areas without entertainment facilities, hosting regular discos and parties could make a lot of money, even more if food and drinks were also sold.

Competition and raffles were a good way of making money but the ANC warned that "unless you get prizes donated, you can also lose money by not selling enough tickets to cover your costs".

ANC spokesman Zizi Kodwa said it was local business people themselves who offered to contribute to the party's campaigns in various regions.

"But of course, we can't ask for millions from them, you ask for the smallest they can afford," he said.

Kodwa said other ANC regions had the financial capacity and did not need any assistance.

He said ANC volunteers would ask for airtime, transport, food for volunteers and resources that would enable them to do their work.

The manual also revealed that the party was targeting 65% of new voters to maintain its results in previous municipal elections but it had also warned its campaigners not to waste time in areas where opposition parties were strong.
