The South African Police Service (SAPS) “is headed in a positive direction”.
National Commissioner General Riah Phiyega claimed this on Tuesday in the wake of the “decision by the Department of Planning Monitoring and Evaluation (DPME) to nominate the SAPS to be used as a good practice case study based on its performance on the Management Performance Assessment Tool (MPAT)”.
“We started a long and difficult journey of turning the SAPS around from a governance‚ management and administrative performance perspective‚” said Phiyega.
“This is because of the fervent belief that a well governed and managed organisation is bound to do better in achieving its goals. This is part of achieving the objectives of the National Development Plan of government being an efficient and effective public service.”
Phiyega highlighted “the sterling work done which resulted in the SAPS moving up from position 27 to 12 in 2013”.
“The DPME conducted a moderation exercise on all 45 government departments to confirm the MPAT for which the SAPS demonstrated good practices on all four key performance areas — leadership‚ strategy‚ integration and capacity‚” an SAPS statement said.
“The 2014 results are not out yet but management is confident that the department will show improved performance.”
Said Phiyega: “We have made excellent progress and this would not have been achieved without the commitment of every one of our colleagues.
“Continue persevering and soon we will reach the top.”
The MPAT‚ according to a Presidency document‚ is “a tool that collates existing management policy and guidelines into a framework of standards and indicators of good practice in order to promote a common understanding of good management practice”.
