The government has the capacity to gather intelligence on potential xenophobia hot spots‚ but limited resources prevented it from always intervening as promptly as it hoped to.
State Security Minister David Mahlobo on Sunday warned users of social media not to "instigate" attacks‚ saying they would be dealt with.
"We do have systems to detect unrest from an intelligence point of view‚” Mr Mahlobo said.
“But there are certain issues where the question emerges‚ even if you have an early warning system‚ will you be able to respond? You can report the issues but if the resources are not there‚ you cannot respond properly."
Speaking alongside Mr Mahlobo‚ Home Affairs Minister Malusi Gigaba said "co-ordinated" attacks on foreign nationals in Durban were being investigated. However‚ the priority was the stabilisation of the situation and reintegration of foreigners into communities.
