The TAC could not force an unwilling government. If the latter wanted to, it could have implemented the program on go-slow mode, just to be seen to be complying with the court's ruling. But the ANC as a collective, and led by a willing President, expedited the program. So ya, It's well done to uKhongolose and uMsholozi.
We need to remember that there are other parallel programs, implemented by the NGOs, USAID, government, etc, that are aimed at curbing the spreading of this scourge. Report Abuse

That is not completely true. Despite daft Dr Beetroot, the government had about 250 thousand people on antiretrovirals and specialist training to about 15 thousand health employees had been completed by the end of 2006. The attack had begun on HIV. I'm not saying that Doc Aaron didn't escalate the momentum of the roll out but to give Zuma sole credit for this is disingenuous.

No one ever said it was acceptable to deny the existence between HIV and AIDS. He had some valid points in his argument like the role poverty and nutrition has on the progression of HIV and there is merit in promoting food items like garlic because of micro and macro-nutrients. Moreover he had a point regarding the toxicity of ARVs but he went too far in his intellectualism as not one factor mentioned above was reason enough to deny treatment to those that needed treatment, that is where he lost the plot and everyone who understand HIV / AIDS said denying HIV+ individuals treatment was not clever at all toxicity not withstanding.
You know the funny thing is though one does not want to downplay the impact of that decision but HIV / AIDS is but one of few flaws in Mbeki's administration, it i the only flaw his detractors have to ammo against him so this horse will be flogged until there is nothing to flog.

@ Tpaz atleast we know where our tax money is spent on and I saw on news yesterday that now HIV patients will be taking only one combined tablet a day unlike taking 3 in the morning and in the evening. In that case the government will save more and people will be compliant to meds, we will have less sick people who will be able to work and also save on expenditure. It's good to see some change regarding this disease even though there is still lots of stigma and some foolish people who do not want to condomise,be faithful to one partner or abstain. Guptas 'bankroll' Mrs Zuma's bond
There is evidence that the Gupta family is helping first lady number four, Bongi Ngema-Zuma, pay off her R3.8-million home loan.
Although the Guptas deny being involved, the circumstances around the bond's initiation and billing - and the very large monthly repayments - suggest their helping hand. This should raise new concern about the Guptas' close relationship with Zuma and his family.
Set on the exclusive Waterkloof Ridge that overlooks Pretoria and the Union Buildings, the property was bought in April 2010 for R5.2-million.
Before the purchase, said a person with first-hand knowledge, the president personally inspected the sprawling property. According to a neighbour, he visits regularly.
The purchase was completed in August 2010, when the property was transferred to the Sinqumo Trust and the R3.8-million bond registered. The trust is controlled by Ngema-Zuma and named after the couple's son.
Public bond records show that the trust was to pay off the bond over five years, a remarkably short period for a home loan of this value. To do so, it committed to paying about R80 000 every month.
Fingerprints
There are three sets of Gupta fingerprints on the transaction:
• The first print is that the bond was granted by India's Bank of Baroda, which has a known relationship with the Guptas.
• The Bank of Baroda also holds the bond on another house closely linked to both the Guptas and the Zuma family, one of which the president's son, Duduzane, calls home. Situated in Saxonwold, Johannesburg, the property is formally owned by Mabengela Investments, controlled jointly by Duduzane Zuma and Tony Gupta.
• And in January 2011, at a high profile South Africa-India cricket event part-sponsored by Gupta-owned newspaper The New Age, President Zuma handed the bank's managing director an award, apparently for fostering bilateral relations.
• The second, clearer fingerprint is a witness signature on the bond ¬documents by a trusted Gupta lieutenant, Ronica Govender. Govender is something of a factotum to the Gupta family. Company records reflect her as a director in more than a dozen ¬family companies. She is financial director at the family's flagship IT company, Sahara, a receptionist said this week. She is also listed as special-projects director at JIC Mining Services, a company majority-owned by the Guptas and Duduzane Zuma. Govender this week said her signature on the bond was "irrelevant as anyone can witness this type of document in their personal capacity".
• Fingerprint number three is the freshest: on inquiry this week, a bank employee gave Govender's JIC Mining email address when asked where the bank dispatched the Sinqumo Trust bond statements to. Govender responded that this was "absolute rubbish and even if it was being sent to me, that's not a crime".

It is good that the SA government in this instance is not a price taker for the tenders of ARV's because African governments were used to paying more than their western counterparts for the same ARV's, which is why Thabo Mbeki was never a favourite of the multinational pharmaceuticals.
Yes people should credit JZ and his minister Dr Motsoaledi for keeping up with the phrase : "if it ain't broke, don't fix it" because for all the things that were working before, the minister did not attempt to change them but focused on those factors that impeded on the health system to work. And at least the minister hasn't been tempted to allow incompeted carde diployment in the health systems, unlike his other counterparts. And let's applaud the health minister and his administrators in that they didn't find it a priority to fund for the operations of JZ's clinic in his compound before funding for ARV's to the entire SA population.

This has nothing to do with being 'negative', this is to do with wanting a tiny bit of TRUTH in an article. If the TAC and the NEC hadn't started the antiretroviral roll-out in 2003, we would now be trying to play catch-up. Getting an action started is where the hard pushing comes in, once it is on a roll, it is easy to get it to gain momentum.
I'm not taking anything away from the great work that Doc Aaron has done to keep the ball going faster but I am certainly not going to credit Zuma with single handedly making the initiative work Report Abuse

I'm good thanks. Of course the article will be denied that is why middlemen are used to lend deniability to corruption. One thing that cannot be denied though is Zuma's close proximity to Zuma and how Duduzane has been brought to the Gupta fold including attempts to enrich him to the tune of billions.
Questions that should be asked are:
1. Is Zuma using his son to front money floiwing to him,
2. Do these business arrangements and acts of amazing benevolence by the Guptas amount to a corrupt and symbiotic relationship,
3. What is he giving the Guptas or what do they expect in return, and
4. would this relationship exist if Zuma did not have the political power he has.
A president that allows himself to owe so many people favours opens himself up for corruption, he cannot and should not be seen to be susceptible to exchanging favours for material benefit. A president who has been co-opted and corrupted is likely to make decisions that are not in the interests of the public hence the direct link to this ARV story.

This is in part, that which infuriates some ANC comrades in the party - that the Gupta family is remote controlling the ANC - and that they aren't even South African born Indians and who participated in the struggle for freedom but are the preferred beneficiaries of SA economic deals is really creating serious tensions in the party. I'm not sure if Zuma's backers are so ignorant to cheer their leader (to nowhere) when it suits them instead of helping him (Zuma) to be a better leader by learning to associate all the problems Zuma is causing with all the people of Mzansi and not them. MEDICAL device companies in Gauteng have made a desperate appeal to Performance Monitoring Minister Collins Chabane "to save us from the Gauteng health department". The South African Medical Device Industry Association (SAMED) asked that Chabane urgently intervene in Gauteng and force the health department to pay suppliers within the legally prescribed period of 30 days. Tanya Vogt, Chief Operating Officer of SAMED, revealed that at the end of October the total outstanding debt to their members was R311 million - of which R64 million was owed for the period prior to March 2011.
Chabane announced last week that his department had a system that can now track which departments were paying in time and which not. Vogt said surely Gauteng Health must show up as a non-payer. She added that in parliament this week a strong case was made for government departments to stick to the requirements of the Public Finance Management Act. She accused the Gauteng health department of being "long on promises and short on delivery" - even when SAMED agreed with it on a problem-solving path.
Vogt said that in July SAMED had agreed with the acting chief financial officer of the department on a methodology to handle the payment problem. A survey was undertaken and it would have been the basis for a problem-solving meeting. But, she said the meeting never took place. Then a suppliers' indaba was going to be held and that too had not happened. Since then, a number of senior staff members had left Gauteng Health - including its head, Dr Nomonde Xundu. Vogt said SAMED just did not know where to turn to and was now appealing to higher authority.
SMALL businesses are closing their doors because the Gauteng Health Department has not paid outstanding service bills.
Sipho Ndlovu lost eight cars, was blacklisted, had his credit and bank cards frozen – and he was shot at three times because he owed people money.
He is owed around R2 million for equipment installed at various clinics around Joburg.
His 15 employees
are also battling to makes ends meet.
“I’ve trusted them with everything I had to buy their stock, but now I’m left with nothing, not even my business,” he said.
Another supplier said his business faced bankruptcy 18 months ago when the department owed him R1.2m.
They have received erratic payments and the last one was made in July. The department now owes him R200 000 and he has suspended services to the department until the outstanding account has been settled.
“The Gauteng Health Department very nearly brought us to our knees. It’s a shambles,” he said.
Last week, DA MPL Jack Bloom wrote a letter to auditor-general Terence Nombembe, urging him to intervene in the late payments of suppliers.
Health department spokesman Simon Zwane said the department spent about R300m a month on supplier payments.
Gauteng MEC for Health and Social Development Ntombi Mekgwe has invited suppliers to an indaba today, but the suppliers are not impressed about having to specify their dietary requirements.
“Why are they spending all this money on feeding us when they could rather use the money to pay back their debt. It’s ludicrous,” one supplier said.
Meanwhile, Gauteng is one of six provincial health departments where a grant transfer was withheld because of “poor spending”.

Obviously Msholozi's timing is very opportunistic, which is expected for a politician. But, the sentiment and discontent among the rank & file grows as we approach the conference. But the ANC as a collective, and led by a willing President, expedited the program. So ya, It's well done to uKhongolose and uMsholozi.

No one ever said it was acceptable to deny the existence between HIV and AIDS. He had some valid points in his argument like the role poverty and nutrition has on the progression of HIV and there is merit in promoting food items like garlic because of micro and macro-nutrients. Moreover he had a point regarding the toxicity of ARVs but he went too far in his intellectualism as not one factor mentioned above was reason enough to deny treatment to those that needed treatment, that is where he lost the plot and everyone who understand HIV / AIDS said denying HIV+ individuals treatment was not clever at all toxicity not withstanding.
You know the funny thing is though one does not want to downplay the impact of that decision but HIV / AIDS is but one of few flaws in Mbeki's administration, it i the only flaw his detractors have to ammo against him so this horse will be flogged until there is nothing to flog.

@ Tpaz atleast we know where our tax money is spent on and I saw on news yesterday that now HIV patients will be taking only one combined tablet a day unlike taking 3 in the morning and in the evening. In that case the government will save more and people will be compliant to meds, we will have less sick people who will be able to work and also save on expenditure. Guptas 'bankroll' Mrs Zuma's bond
There is evidence that the Gupta family is helping first lady number four, Bongi Ngema-Zuma, pay off her R3.8-million home loan.
Although the Guptas deny being involved, the circumstances around the bond's initiation and billing - and the very large monthly repayments - suggest their helping hand. This should raise new concern about the Guptas' close relationship with Zuma and his family.
Set on the exclusive Waterkloof Ridge that overlooks Pretoria and the Union Buildings, the property was bought in April 2010 for R5.2-million.
Before the purchase, said a person with first-hand knowledge, the president personally inspected the sprawling property. According to a neighbour, he visits regularly.
The purchase was completed in August 2010, when the property was transferred to the Sinqumo Trust and the R3.8-million bond registered. The trust is controlled by Ngema-Zuma and named after the couple's son.
Public bond records show that the trust was to pay off the bond over five years, a remarkably short period for a home loan of this value. To do so, it committed to paying about R80 000 every month.
Fingerprints
There are three sets of Gupta fingerprints on the transaction:
• The first print is that the bond was granted by India's Bank of Baroda, which has a known relationship with the Guptas.
• The Bank of Baroda also holds the bond on another house closely linked to both the Guptas and the Zuma family, one of which the president's son, Duduzane, calls home. Situated in Saxonwold, Johannesburg, the property is formally owned by Mabengela Investments, controlled jointly by Duduzane Zuma and Tony Gupta.
• And in January 2011, at a high profile South Africa-India cricket event part-sponsored by Gupta-owned newspaper The New Age, President Zuma handed the bank's managing director an award, apparently for fostering bilateral relations.
• The second, clearer fingerprint is a witness signature on the bond ¬documents by a trusted Gupta lieutenant, Ronica Govender. Govender is something of a factotum to the Gupta family. Company records reflect her as a director in more than a dozen ¬family companies. She is financial director at the family's flagship IT company, Sahara, a receptionist said this week. She is also listed as special-projects director at JIC Mining Services, a company majority-owned by the Guptas and Duduzane Zuma. Govender this week said her signature on the bond was "irrelevant as anyone can witness this type of document in their personal capacity".
• Fingerprint number three is the freshest: on inquiry this week, a bank employee gave Govender's JIC Mining email address when asked where the bank dispatched the Sinqumo Trust bond statements to. Govender responded that this was "absolute rubbish and even if it was being sent to me, that's not a crime".

It is good that the SA government in this instance is not a price taker for the tenders of ARV's because African governments were used to paying more than their western counterparts for the same ARV's, which is why Thabo Mbeki was never a favourite of the multinational pharmaceuticals.Yes people should credit JZ and his minister Dr Motsoaledi for keeping up with the phrase : "if it ain't broke, don't fix it" because for all the things that were working before, the minister did not attempt to change them but focused on those factors that impeded on the health system to work. And at least the minister hasn't been tempted to allow incompeted carde diployment in the health systems, unlike his other counterparts. And let's applaud the health minister and his administrators in that they didn't find it a priority to fund for the operations of JZ's clinic in his compound before funding for ARV's to the entire SA population.
Now we urge JZ to do the same for all facets of his administration.

ManoftheSoilThis has nothing to do with being 'negative', this is to do with wanting a tiny bit of TRUTH in an article. If the TAC and the NEC hadn't started the antiretroviral roll-out in 2003, we would now be trying to play catch-up. Getting an action started is where the hard pushing comes in, once it is on a roll, it is easy to get it to gain momentum.
I'm not taking anything away from the great work that Doc Aaron has done to keep the ball going faster but I am certainly not going to credit Zuma with single handedly making the initiative work

I'm good thanks. Of course the article will be denied that is why middlemen are used to lend deniability to corruption. One thing that cannot be denied though is Zuma's close proximity to Zuma and how Duduzane has been brought to the Gupta fold including attempts to enrich him to the tune of billions.
Questions that should be asked are:
1. Is Zuma using his son to front money floiwing to him,
2. Do these business arrangements and acts of amazing benevolence by the Guptas amount to a corrupt and symbiotic relationship,
3. What is he giving the Guptas or what do they expect in return, and
4. would this relationship exist if Zuma did not have the political power he has.
A president that allows himself to owe so many people favours opens himself up for corruption, he cannot and should not be seen to be susceptible to exchanging favours for material benefit. A president who has been co-opted and corrupted is likely to make decisions that are not in the interests of the public hence the direct link to this ARV story.

The Gupta family funds for Zuma and his family period! because him alone and the State can never be able fund his big family needs - it is a well known fact and that is not even in dispute. Which is why the Zuma has to listen to the Gupta's in deciding on how some aspects of the economy should run - hopefully for them to be major beneficiaries of the multi billion rand infrastructure programme that government is tauting, amongst other things.
This is in part, that which infuriates some ANC comrades in the party - that the Gupta family is remote controlling the ANC - and that they aren't even South African born Indians and who participated in the struggle for freedom but are the preferred beneficiaries of SA economic deals is really creating serious tensions in the party.

I'm not sure if Zuma's backers are so ignorant to cheer their leader (to nowhere) when it suits them instead of helping him (Zuma) to be a better leader by learning to associate all the problems Zuma is causing with all the people of Mzansi and not them. This country belongs to us all and if we choose to keep a blind eye regarding burning issues which involve our lives and tax money, we will not unite through our differences.Let's credit and discredit our leaders based on the mandate we gave them when we elected them.

Congratulations are worthy to be praised to deserving people and not by factoinal judgement. Mangaung or not, those who backed tyrants like Hitler, Idi Amin and bad leaders/looters like Mobuto Sese Seko, Mwai Kibaki and Goodluck Jonathan never enjoyed the downfall of the demi-gods. MEDICAL device companies in Gauteng have made a desperate appeal to Performance Monitoring Minister Collins Chabane "to save us from the Gauteng health department". The South African Medical Device Industry Association (SAMED) asked that Chabane urgently intervene in Gauteng and force the health department to pay suppliers within the legally prescribed period of 30 days. Tanya Vogt, Chief Operating Officer of SAMED, revealed that at the end of October the total outstanding debt to their members was R311 million - of which R64 million was owed for the period prior to March 2011.
Chabane announced last week that his department had a system that can now track which departments were paying in time and which not. Vogt said surely Gauteng Health must show up as a non-payer. She added that in parliament this week a strong case was made for government departments to stick to the requirements of the Public Finance Management Act. She accused the Gauteng health department of being "long on promises and short on delivery" - even when SAMED agreed with it on a problem-solving path.
Vogt said that in July SAMED had agreed with the acting chief financial officer of the department on a methodology to handle the payment problem. A survey was undertaken and it would have been the basis for a problem-solving meeting. But, she said the meeting never took place. Then a suppliers' indaba was going to be held and that too had not happened. Since then, a number of senior staff members had left Gauteng Health - including its head, Dr Nomonde Xundu. Vogt said SAMED just did not know where to turn to and was now appealing to higher authority.

Health department’s suppliers going bankruptSMALL businesses are closing their doors because the Gauteng Health Department has not paid outstanding service bills.
Sipho Ndlovu lost eight cars, was blacklisted, had his credit and bank cards frozen – and he was shot at three times because he owed people money.
He is owed around R2 million for equipment installed at various clinics around Joburg.
His 15 employees
are also battling to makes ends meet.
“I’ve trusted them with everything I had to buy their stock, but now I’m left with nothing, not even my business,” he said.
Another supplier said his business faced bankruptcy 18 months ago when the department owed him R1.2m.
They have received erratic payments and the last one was made in July. The department now owes him R200 000 and he has suspended services to the department until the outstanding account has been settled.
“The Gauteng Health Department very nearly brought us to our knees. It’s a shambles,” he said.
Last week, DA MPL Jack Bloom wrote a letter to auditor-general Terence Nombembe, urging him to intervene in the late payments of suppliers.
Health department spokesman Simon Zwane said the department spent about R300m a month on supplier payments.
Gauteng MEC for Health and Social Development Ntombi Mekgwe has invited suppliers to an indaba today, but the suppliers are not impressed about having to specify their dietary requirements.
“Why are they spending all this money on feeding us when they could rather use the money to pay back their debt. It’s ludicrous,” one supplier said.
Meanwhile, Gauteng is one of six provincial health departments where a grant transfer was withheld because of “poor spending”.

Obviously Msholozi's timing is very opportunistic, which is expected for a politician. But, the sentiment and discontent among the rank & file grows as we approach the conference.
