SOLUTIONS

Easy, stop the grants and start a work for food program, you will quickly notice how the lazy stop getting grants that does not belong to them.

Mpumalanga is a dirty place, the roads to our Kruger National Park looks like dump sites, get them to clean it.

Hahaha most people benefiting in mpumalanga are from swaziland and mozambique. It's a syndicate dude, an official from home affairs, sassa police etc and the beneficiary may forfeit his or her grant for a year before getting it. He pays all those guys first and second renewal fee every year.
