That is why I have always been saying that people must wait for President to comment before they make noise.

Zuma extended his home, department of public work provided security, which escalated the cost. Did Zuma demanded security? No. Must we blame him for a security given to him?

There are always loopholes in his speeches. Maybe it's because he never attended any class since he doesn't know that for every question one should give an answer of some sort. All he does is budge by the ministers.

The escalated value for renovations might be due to the large family he has, which is non of the tax payers' business but him and his family.

“I think the ministers have given the answers and if people want to pursue that, they’ll pursue it. I don’t question the security measures that government takes in relation to presidents, vice-presidents, ministers or MEC. It is what is regulated somehow. They have their own way of assessing the situation,” he said.

There has been a public outcry on the renovations of Zuma’s house, which were reported to cost over R200 million.

Zuma said he believed that because there was no supporting infrastructure in rural Nkandla, it would be more expensive to build security features there than in an urban area.

However, Zuma did not want to commit himself on the amount used to renovate his Nkandla private home.

“I would not want to comment or judge because these matters are handled by the ministers and the Auditor General. They know how the budgets are done, I can’t make myself an expert on those ones,” he said.

Mathematics:

1. Cost to put in place the current structures max R30m
2. Security system after being a president max R30m

Current state of both:
1. 90%
2. 75%

Renovations and upgrading of security:

1. R30m*10% = R3m (plus say R3m for escalation of materials in cost) = R6m
2. R30m*15% = R4,5m ((plus say R4,5m for escalation of materials in cost) R9m

Estimated cost of renovations and upgrading of securtity system should be ±R15m

Ok Let's assume the family built all of the home, but what about the R582 million for roads to this isolated area of the country? see comment on http://news.iafrica.com/sa/820814.html by Lydetekta.
Look at the area on Google maps and you will see there is hardly any population - The whole area is bush for miles around, sparsely populated, with two or three forest reserves - hardly an area where any growth is likely to take place, or that merits ranking as a priority area needing development by any sane rationale.The village of Mxamalala had a population of 4800 per the 2001 census, and this has probably remained stable. Assuming that the average car ownership is at most the national average of 110 per 1000 people (world bank stats) that makes it nearly 530 cars, at a cost of over R1 million a car, none of which have had to pay anything. The real cost per vehicle is probably much higher as the number of cars in Mxamamala is probably far fewer than the national average given that it is a rural heartland without much in the way of employment. By contrast the Johannesburg Freeway upgrade development in our major economic heartland at a cost of R20 billion with the number of cars in 2008 being 950,000 and probably now at least a million, and it is clear that the cost per vehicle is a paltry R20,000, without counting all the vehicles from the rest of the country - but we are expected to pay for the privilege of using roads that we used to use for nothing, because we are subsidising the ANC's massive wastage of public funds.So the user pay principle is good for us taxpayers but not for the presidents and residents of Nkandla, which is probably the last place in the country that merits money spent on it's roads.

I understand some of you are politically immature, let me brief you, during the apartheid era , Zuma was based in Angola , one of the richest country in SADEC region in respect of oil, and the richest Pres in SADEC in Edwardo Dos Santos. What Iam trying to explain, Zuma is a great friend of Edwardo remember he even came in his inauguration ceremony in Pta yet he did nt come for Mbeki. During Mbekis era Angola cut ties with SA, Mbeki and Dos Santos couldnt great each other even coming across in the corridors of UN. Zumas trial was bankrolled by Dos Santos, ANC elections was bankrolled by Dos Santos for R600m

To cut my story short, this complex is partly funded by Dos Santos and the SA must also fork something since there is facilities for state securities there

With all the political education you've given Zuma said he was bankrolled by his family. Is Dos Santos Zuma's father-in-law, his uncle, his son?

When he came back from exile he was as poor as a church mouse, where was Dos Santos then?

The problem with people like you is you think you can cook up a story and it will be accepted without question, logic dictates if Dos Santos was indeed his benefactor Zuma would state as much as there would be nothing wrong with that arrangement so why is he ducking and diving boss?

Do you honestly believe his family has access to that kind of money unless there are some BEE deals we don't know about where his children were benefactors his explanation makes no sense.

Now that we've got the pathetic Dos Santos argument out of the way, here is a question for you.

Given your claimed political maturity:

1. Are you aware that the amount budgeted for the development was revealed to parliament by the Public Works DG?

2. Are you aware that this document is available publicly as it was published by M&G and that I can provide a li.nk where you can download the info for yourself and see that Zuma is trying to B-S his way out of trouble?

Don't be naive man, more importantly don't think you can spin any useless tale and get away with it, I am not your average gullible ANC supporter so please give me some credit.

Monarchs are built around the world and this is just another one. Although JZ is not a reigning KING, he is a respected Zulu who is currently the President and will do likewise compared to others.

Maybe the only thing that makes it worse or different is that this is not an easily recognized hotel type structure and that it’s in the rural areas, where mostly ignored black people reside

Zuma and Nxesi-hulle are just looting in broad daylight,period.

The Handbook reads as follows:
Chapter 4 (2) NB: This ONLY deals with private residence, people.

2. Private Residence
2.1. The Department of Public Works will be responsible for making available
general cleaning services in private residences used for official purposes.
Members are responsible for all costs related to the procurement, upkeep
and maintenance of private residences used for official purposes.
2.2. Security arrangements for private residences used for official purposes
should be done in accordance with the Cabinet decision on “the State’s
involvement with the provision of security measures to the private residences
of Political Members” of October 8, 1997 and with due regard to the security
analysis referred to above (Chapter 2, paragraph 3).
2.3 The cost of security arrangements while it may not be covered in full, must
be annually reviewed by the Department of Public Works in consultation
with the Minister of Finance and communicated to all Members of the
Executive.
2.4 Consideration should be given for the Department of Public Works to be
responsible for the costs associated with the provision of water and electricity
to private residences used for official purposes

+++++++++++++++++++++++++++++++++++++

In fact the National Key Points Act has nothing to do with this development, in fact it specific about costs that should be carried by the owner. They want to use this act for one reason and one reason only, to highlight that disclosure is punishable by imprisonment:

Relevant Sections:

2. Declaration of any place or area as a National Key Point

(2) The owner of any place or area so declared a National Key Point shall forthwith be notified by written notice of such declaration.

3. Duties of owner in relation to Key Point or Key Points Complex on receipt of a notice mentioned in section 2 (2), the owner of the National Key Point concerned shall after consultation with the Minister at his own expense take steps to the satisfaction of the Minister in respect of the security of the said Key Point.

10. Offences and penalties
(1) Any person who at, on, in connection with or in respect of any National Key Point performs any act which, if such act would have constituted an offence in terms of the Official Secrets Act, 1956 (Act 16 of 1956), if performed or executed at, on, in connection with or in respect of any prohibited place, as defined in section 1 of that Act, shall be guilty of an offence and liable to the penalties prescribed for that act in that Act.

(2) Any person who-

(c) furnishes in any manner whatsoever any information relating to the security measures, applicable at or in respect of any National Key Point or in respect of any incident that occurred there, without being legally obliged or entitled to do so, or without the disclosure or publication of the said information being empowered by or on the authority of the Minister, or except as may be strictly necessary for the performance of his functions in regard to his employment in connection with, or his ownership of, or as may be necessary to protect, the place concerned, shall be guilty of an offence and on conviction liable to a fine not exceeding R10 000 or to imprisonment for a period not exceeding three years or to both such fine and such imprisonment.
++++++++++++++++++++++++++++++++++++++++++++++++++++

What the Act refers to is any disclosure that may lead to a compromise and / or breach of security measures for example disclosing location of cameras, changing of security guards or leaking information on where weaknesses in security are.

It does not however refer to the value of security modifications, the value spent on security upgrades has nothing to do with possible breaches, it is illogical for anyone to link the two or be confused by them.

Perhaps if Zuma had a Matric he would know how to read legislation.

Again logic is important;

1. I negotiate with a business owner that I will secure tenders and government favours for them in return they have to pay me for facilitating the tender and favours.

2. Because it will raise suspicion if I were to receive the money directly I use my son as a front and package the bribe as a BEE transaction.

3. I then get payment when monies are paid, profits made and dividends declared.

To this extent I have not put a cap on the amount that can be spent on Security for the President, the issue here is of the R 230m spent on Zuma what is the amount spent on "security features" like a wall, fence, security cameras etc. A helipad is not a security measure, a private hospital is not even an underground bunker is not.

How the fu*k does he think he is going to afford it. This is before food, wives, children and the next generation ARV's.

Tell me how many people who use their family status to win business contracts/tenders etc, you telling me that wrong because Zuma is president, common man!
++++++++++++++++++++++++++++++++++++++++++++++

Again logic is important;

Tell me you can connect the dots boss, why should something as obvious as this be explained to you?

Come on dude. Guptas, Zuma and his son; what do you think that was about?

A responsible president would not allow himself to even be in a situation like this as it raises a lot of questions.

You people should go and renovate your homes and stop making noise.Take the money you spend on expensive alcohol every weekend and parties,it will make a difference.Zuma and Khulubuse don't drink and smoke and party till morning like you and me.In 3 years time there will be a huge difference.NOTE:an average educated person in SA spends close to R3000.00 a month on entertainment (a black man's meaning of entertainment in SA is boozing and hlokolozing women)

Not that I agree with the comments of Dandan towards MommaC; however, you also throw bigotry daily but you still wrong in others?

No bigotry is worse than the other

Classifying errors causes misconception

Why do you have to compare our Prez to those who grew up with golden spoons in their mouths?

So, nobody sat down with the president and told him that they were going to spend R200-odd million? How is that possible? I thought the the Ministerial Handbook said no more than R100 000.
