The starting point for any legal evaluation of this alleged splurge of public funds to improve the private residence of our president must be the Executive Members Ethics Act and the Code adopted to give effect to it, which binds all Cabinet members, including the president.
The Act and the Code prohibit the president from acting in a way that is inconsistent with his office, using his position to enrich himself, or acting in a way that may compromise the credibility or integrity of his office or of the government. The Code further prohibits the president from making improper use of any allowance or payment properly made to him, or to disregard the administrative rules which apply to him.
It is clear that the spending of more than R200 million on an upgrade to the private home of President Zuma would be in clear breach of these obligations and would therefore be unlawful. If the presidency fails to put a stop to this immediately, we will know that the person who took bribes from Schabir Shaik has not become any more ethical since becoming president of the country.
The Minister of Public Works may approve only a State contribution of a non-recoverable maximum amount of R100,000, or the total cost of security measures not exceeding R100,000. Should the cost of the security measures be more than R100,000, the difference shall be borne by the Public Office Bearer. The State’s contribution of R100,000 should be reviewed every five years to match with the changing costs for security systems

You know what gets to me, Zuma and his cronies want to force an expensive way of collecting e-tolls on the public because they have their hands on the cookie jar.

I can say this bcos unfortunately it is true. You take Limpopo for instance where text books are not being delivered and the education department saying they wont be given any special treatment come exam time. You have black students who just scrape thru Grade 12 and then battle and flunk out 1st year varsity. Then instead of doing something constructive they resort to destructive and intimadatory behavour forcing the closing of campuses. This happens EVERY year with out fail. Then you have the pupils in Limpopo being buses to attend JM vigil instead of trying to catch up on lost work during the year and even failing to attend holiday school organised by the Ed Dept. Other students would find a way to catch up on the work or even self study. i am not for one minuet saying it is all blak students who are guilty. Report Abuse

The lack of quality education I di agree with as in KZN alone you have over 1300 fake teachers and in the EC they are getting rid of thousands as they cannot afford to pay them. Of course many blacks will flunk the first year, because the quota system demands for more blacks than whites to be allowed into varsity, so obviously many of these blacks will enter with low marks and not make it. And off course no whites will flunk, because the 5 that are allowed are the best of the best, but that does not reflect on the 80% of white students that indeed do battle to make the 33% pass rate. Rather compare the 5 best blacks to the 5 best whites, then you see a similar picture. Again this needs to be corrected, many varsities have what is called a bridging year meaning you can take up a course with lower qualifying marks but you have to do a bridging year extending your studies by a year.
You only start the 1st year after completing the bridging year and proven you are competent to enter into the mainstream course.
This is not the same as going straight into the course with lower marks, to even confuse the two is symptomatic of one's prejudices (well not yours but DA_DBN's). Report Abuse

The starting point for any legal evaluation of this alleged splurge of public funds to improve the private residence of our president must be the Executive Members Ethics Act and the Code adopted to give effect to it, which binds all Cabinet members, including the president.The Act and the Code prohibit the president from acting in a way that is inconsistent with his office, using his position to enrich himself, or acting in a way that may compromise the credibility or integrity of his office or of the government. The Code further prohibits the president from making improper use of any allowance or payment properly made to him, or to disregard the administrative rules which apply to him.
It is clear that the spending of more than R200 million on an upgrade to the private home of President Zuma would be in clear breach of these obligations and would therefore be unlawful. If the presidency fails to put a stop to this immediately, we will know that the person who took bribes from Schabir Shaik has not become any more ethical since becoming president of the country.
The Minister of Public Works may approve only a State contribution of a non-recoverable maximum amount of R100,000, or the total cost of security measures not exceeding R100,000. Should the cost of the security measures be more than R100,000, the difference shall be borne by the Public Office Bearer. The State’s contribution of R100,000 should be reviewed every five years to match with the changing costs for security systems

I can say this bcos unfortunately it is true. You take Limpopo for instance where text books are not being delivered and the education department saying they wont be given any special treatment come exam time. You have black students who just scrape thru Grade 12 and then battle and flunk out 1st year varsity. Then instead of doing something constructive they resort to destructive and intimadatory behavour forcing the closing of campuses. This happens EVERY year with out fail. Then you have the pupils in Limpopo being buses to attend JM vigil instead of trying to catch up on lost work during the year and even failing to attend holiday school organised by the Ed Dept. Other students would find a way to catch up on the work or even self study. i am not for one minuet saying it is all blak students who are guilty.

Here other students are required to have proper entrance requirements whereas the blak students have lower entrance requirements,

Of course many blacks will flunk the first year, because the quota system demands for more blacks than whites to be allowed into varsity, so obviously many of these blacks will enter with low marks and not make it. And off course no whites will flunk, because the 5 that are allowed are the best of the best, but that does not reflect on the 80% of white students that indeed do battle to make the 33% pass rate. Rather compare the 5 best blacks to the 5 best whites, then you see a similar picture. Again this needs to be corrected, many varsities have what is called a bridging year meaning you can take up a course with lower qualifying marks but you have to do a bridging year extending your studies by a year.
You only start the 1st year after completing the bridging year and proven you are competent to enter into the mainstream course.
This is not the same as going straight into the course with lower marks, to even confuse the two is symptomatic of one's prejudices (well not yours but DA_DBN's).

On the question of Canaanites I explained how artifacts are used to show whether a civilization has been conquered as when a group of people like conquerors move into an area they will take their "technology" and implements with them and you will see a change in newer pottery for example as the one culture influences the other.

Come on man, you are an adult therefore you should be able to take disappointment. Digging your head onto the ground does not help you in anyway which leaves me to explain things you can learn using audio-visual material.
