I think you better recommend the practice of price control. Government pays the contractor 10 percent more for profit on the costs, then it pays the wages of the labourers based on minimum wage in the industry. At the moment they just take. A two room rdp house cost R500000.

Thuli Madonsela is raising a serious and thorny issue in our country. I have worked for an Audit Firm (one of the socalled Big 4) and conducted investigations in the Government Departments. The goal is not to deliver on a mandate (tender specification) but is to identify areas where there are possibilities of scope extention. It all about squeezing the last cent from Government. Consultants will milk this Government dry. The sad part about this, is that Government Department sometime have people who are more qualified than the consultants. Then they will bribe the Government Executive ngamaBox (Rugby or Soccer) Tickets and all expense paid Golf days.....wich to me equals to Bribe, but they call it RELATIONSHIP BUILDING.

There are many people who are employed and having fake certificates and degrees. Background check is very crucial. You have people claiming to have 10 years experience whereas they have 2 years,4 years or no experienced at all. That why its necessary for people in the Engineering or Construction Sector to register with these professional bodies like ECSA,SAIEE,MESA,HBRC and etc.

DJW, I don't often agree with you, but today I do. We focus so much on corruption within the ruling party when it comes to tenders that we forget about the private sector. Not 2 years ago, there was a big story about the big 5 construction companies forming consortiums and fixing tender prices, and as far as I know they had to pay some sort of a fine, which is normally nothing compared to the bags of money they make out of the tenders. If we can stop the corruption within the private sector, then there'd be no one offering government officials money in exchange for tenders.

Why are some commentators herein reducing a serious societal problem to an "ANC" issue? These problems have been there prior 1994. Lying about qualifications is an individual's problem, hence the current govt has insisted on departments establishing their own vetting units since the SSA was overloaded.

Over-pricing is always done by businesses, irrespective of whether they are black, white, green or yellow, the govt is a victim, hence there vetting process in govt also extends to companies. So far the govt has a policy in place wherein the cheapest bid wins, although there are instances wherin an exception and deviation is permitted.

The Public Protector's office was created by this very ANC govt, Thuli Madonsela was appointed by President Zuma because he had faith in her abilities to perform her job, there is no reason why the Public Protector should be seen as "independent" from the President's efforts to erradicate corruption and other ills her office is mandated to deal with.

As I have said before, I worked for over 15 years as a forensic investigator for the state since 1995, these problems were there long before Mandela became president. Some of the cases we dealt with dated to 1990 when the NP and DP were still running the country together.

I resigned in 2010 to start my own investigation agency after observing that the so-called consultants were coining it. I earned a salary, I am better qualified for my job and more experienced but these private firms were milking the state. I am back working for the state in my private capacity, the money is good, far better than what the state was paying me all the time I was playing "patriotism".

I can understand where you are coming from

Look at Mamidupi Mohlala's story. She was at loggerhead with Nyanda (due to his corrup tendencies) and she was fired and appointed as the Consumer Protection Commissioner and her contract has not been renewed.

Our government has issues with performance...

In my opinion. That does absolutely nothing for the country. The economy as it is, is too small. Even if you had to fire every white person and replace them with black folk, there will still be millions and millions of black folk unemployed.

An economy that matches the demographics does not mean that the economy will be stronger or better off. For me it is an ANC election ploy for votes.

The ANC should focus on trying to get more black people self employed and not having to rely on these massive cartels.

But you see, the ANC loves li.cking monopoly bu.m holes. They favour the big companies over small and medium enterprises. We need more small and medium enterprises, we need more black people self employed and masters of their own destinies.

It is not a viable option because it does NOT create jobs or help promote economic growth.

It will make a small dent in black unemployment but a significant rise in white unemployment which is nothing more than racist.

The policy only polarizes further. This is why our employment rate will stagnate at around 25% and probably increase over the next 50 years because the AA policy will further brain drain the country and chase investors away that dont want such complicated labour laws.

The only way to beat institutional corruption is for ALL S.Africans to join forces, put aside our past differences and actively confront the system as a collective...forcibly demanding the necessary changes.

Fortunately for those few in the corrupt political elite, this will never happen. Thanks mainly to their active subscription to the philosophy of racial division, they are secure in the knowledge that the S.African public will never join as one unified voice.

We should no longer be blinded by this...well... we can only dream hey?

Like I wrote (in balck and white), I am now back working for the state in my "private capacity", I am not office bound since I have my own firm and teams of investigators on a number of sites. I am currently on holiday in Hermanus if you want to join me for a drink.

Instead of becoming personal, let us confine ourselves to the issue at hand. The Public Protector is also a deployee of the same ANC you are dissing at each turn. Government is constituted by "elected people", civil servants or state employees (DA, ANC, IFP, FF voters) are those hired by the state to perform state functions. We should be saying "state is lossing billions due to......" instead of saying "govt lossing.......".

Sometimes we need to understand that not every state employee is an ANC member, voter or supporter. In my company I have DA guys and I don't care about their politics as long as they leave their stupid politics out of the office and do the job properly without bias or malice.

I still say, all those things said by the public protector are real and happening in our country as we speak, neither are they ANC or govt problem, they are a societal problem and each one of us must make effort to help erradicate these things.
