State losing billions - Madonsela

PUBLIC Protector Thuli Madonsela most often deals with overcharging, false billing and misrepresentation of qualifications, her office said.

She told the Association of Certified Fraud Examiners this week that she came across these practices when investigating tenders and other state contracts.

Billions of rands were lost through these practices, with overcharging and false billing incurring a direct loss to the state and ultimately tax payers.

Lying about qualifications increased the risk of poor service delivery or none at all. She said complying with Treasury guides was one way to prevent such loss. Drawing from previous forensic findings and adapting organisational systems could also minimise fraud and corruption.

"Good investigations contribute to the prevention of corruption and fraud, whereas bad investigations contribute to an enabling environment where corruption and fraud thrive."

Which is why the state wants to tax us billions more. waste is leaving holes in our public finances and the government wants to fill them with more taxes. Even local governments are doing the same with above inflation increases every year for services.

I think you better recommend the practice of price control. Government pays the contractor 10 percent more for profit on the costs, then it pays the wages of the labourers based on minimum wage in the industry. At the moment they just take. A two room rdp house cost R500000.

Thuli Madonsela is raising a serious and thorny issue in our country. I have worked for an Audit Firm (one of the socalled Big 4) and conducted investigations in the Government Departments. The goal is not to deliver on a mandate (tender specification) but is to identify areas where there are possibilities of scope extention. It all about squeezing the last cent from Government. Consultants will milk this Government dry. The sad part about this, is that Government Department sometime have people who are more qualified than the consultants. Then they will bribe the Government Executive ngamaBox (Rugby or Soccer) Tickets and all expense paid Golf days.....wich to me equals to Bribe, but they call it RELATIONSHIP BUILDING.

Madontsela is a small shovel trying to get rid of a cest pool of rubbish wallowing in quackmire. She is fighting a losing battle, she alone can not correct or fight on our behalf the rubbish that is this ANC goverement.
