Absolute kak. Taxpayers to pay for the protection of people that earn huge salaries and don't deliver! Do your jobs and it won't be an issue.

What's with "implementing a plan to improve service delivery"? Who needs a plan. Just force local government officials to do their jobs or they should be fired. It's really not such a brainteaser.

Eish, the politicians have it easy. They dont pay tax. Dont pay for their own vehicles, dont pay for their homes, h3ll, dont even pay for their own insurance. While on the other hand, we pay for our vehicles, we pay for our homes, we pay our taxes, and we pay for our own insurance.

Most of them are busy running their private business instead of treating their councillors position as a full time job. Therefor they cannot perform. Being councillors they have an inside track on tenders and are able to use public property to run their business. Most employees pay for their own cover - these guys must do the same.
