When the limpopo [provincial government overspent their budget in recent years, the DA coplained and it was put under administration, now they tried to cut their cost but still they are wrong. The next thing we will hear is that there were unauthorised and unlawful expenditure. Underspending is a sign that the money allocated was too much or not needed. BUT if the state of these hospitals are unbearable, then it shows that there is a lack of service delivery arising from people who do not use the money allocated for the intended purpose.
My question now is: " where is monitoring and evaluation?". Are budgets just allocated for specific projects but no monitoring and evaluation is done to ensure that the money requested is used for the purpose for which it was requested and whether the projects are completed within the planned periods? My common knowledge tells me that this should be done during the financial year for each and every department. Correct me if i am wrong. Report Abuse

the issue of underspending is when a budget is allocated for specific project for a specific financial year and the money allocated is not used for that specifi project or is not used at all. this will usually happen when the hyenas are fighting as to who get the tender, or where the tender is awarded to cronies only for the losing tender to challenge thaat awrding of tender at the court of law and the cort accordingly agree with the losing tender and the whole project is stoped as for the money already paid they arte not to recover it.!!!!!!!!!!!!
