Well done Trevor Manuel for suggesting what cud really be a solution to our incompetent governmen. Cadre deployment is wrong from inception. It has wasted billions of rands.
Our Director of Electrical Department does not know the output of 500KVA (11000/420V) mini-substation. He does not know the importance of refurbishment of equipment. He does not know as to when to spend money on new equipment. He does not know the importance of investing in training. Our budget for the current financial year is R89million. This budget has to be spent before June 2013, so it will be spent for the sake of expenditure.
The equipment with long lead time has not been ordered but R89million must have been spent by next year June, to show good performance of the Department.

Another problem is the racism of the ANC. Trevor Manuel is defenitely one of the most competent ANC leaders, and I also remember that he quite recently received the most votes in the NEC elections ( not sure how it works) but you can be sure that he can never become the leader of the ANC, because he is not black. Cadre Deployment is a very bad policy that must be abandoned and be dealt with in terms of our clear law on employment and HR policy, we cannot afford to hire illiterate people at our core service delivery vocal points on sole political aim just to enable them to access a salary for something that they do not legally deserve by right! We cannot sacrifice our Government by advocating illiteracy and incapacity willingly by means of cadres who does not have clue of executing specific given tasks due to illiteracy and academic incapacity.
Comrades should stop hiring their girlfriends and Baby mamas hiding behind Cadre Deployment, affirmative action and employment equity! We must stop advocating a rotten antics of letting sexual intimacy and pleasure to control our politics. Entertainment industry is controlled by the power of sex and drugs, we do not want our female Comrades to be sex pets of their political masters like is currently happening all in the name of Cadre Deployment which does not actually exist for only sole cadreship purpose.

Mica, i respond to you cause you said you are close to this people and you are first hand privy to this kind of policies. To me, the ANC has never went astray in policy makings, they always been on the right path with the right frame of intentions. If you look into all their policies, RPD, GEAR, Inflation Targeting the list endless. And believe me when i say Manuel 's blue print is never far from those policies. But what happennedd to all those policies, they went dust and burried somewhere where their shelves are in-reachable. The same thing will apply to this Manuel policies blue print. Lets think ANCYL, all this bunch in here are lots non hopers whose sole intention to the ANC is to line their own pockets and live large as they.
