There is nothing suprising about that. There are lots of people who are in positions that they are not qualified for.Then you also ask yourself why the service delivery is so slow. I will tell you the answer again. People are in positions they have no clue on what they are suppose to do and and no qualification nor experience of that sort. Comrade Terence is right Municipalities will never get it right for the following obvious simple reasons,
1. CFO 's with a metric without any relevant experience!
2. Advertisement of tenders which are not existing but payment exist.
3. Top posts are being filled without any advertisement and interviews.
4. Taxi drivers getting in and out of the Mayors Office for what!?
5. Lots of women who work there with a non corresponding surname to the seniors are all having a child or two with the seniors or are baby mamas of the Mayor or the Municipal Manger hence most are men!
6. A fresh graduate can be a section 26 Manager because the father or the mother are Mayor or Municipal Manager.
7. The Mayor and the Municipal Manager as well as the CFO are always in position of hard cash of more than 30 000 every day!!
8. Beautiful ladies, top models and celebrities of all kinds always get in and out of the Mayors Office since most are men.
9. If you are a male outsider than obviously you are a Mayor or Municipal Manager's ''toyboy'' and you are there for her intimate service in case the Mayor or Municipal Manager are women!
10. Just like in National and Provincial Government, Municipalities as well are not an exception to the ''Government General Problem'' which is lot of sexual activities taking place during lunch in the Offices during work break or at the nearest surrounding lodges to the Municipality which are owned by either the Premiers, MEC's or Mayors of that Municipality.
We appeal to the President of RSA to please open Political participation to academically and intellectually deserving civil servants to serve in our Government more often on merit but not on Political ground for the sake of quality production on service delivery issues, those individuals might be sourced from Universities, Civil Society, NGO's and Community Forums.
Promulgate a Legislation which must have a Constitutional basis and effects that will enable the 59 million South African citizens to elect the Political Heads of different departments and the President.
The ANC should let the 59 million South Africans to advance a reasonability test when electing leaders from Branch level to the top NEC hierarchy as the freedom charter said the people shall govern.

I heard that in one of the municipalities not knowing what a "Qualified Audit report" means, thinking that it means that they obtained a clean audit they went on a party spree and bottles of champaigne were being popped in celebration. How can someone who hardly holds any financial qualification be in charge of the financial affairs of the municipality. Blame it on cadre deployment.. Report Abuse

There are currently 343 municipalities in the country.
ah well, we all know that our municipals have a very very very (century) long way to get it right, the guys (municipals) dont care, knowing that, they commit offences & nothing happens to them, mostly they steal & keep on working & get their salries with bonuses for maladministration.
this guys dont even know the government act but hold high position, they dont even try to upgrade themselves or acquire the necessary knoledge to manage their department effeciently & effectively.
THEY DONT CARE, they ar egauranteed money into the dep accounts.

Ok,someone needs to clarify to me why municipal managers are paid more than the president for doing absolutely nothing,because by the looks of things,they are having a ball of a time in their municipalities.
