The deployed cadres contribute 10% of their salaries to the ANC monthly that's is why they can't be fired and hence we cannot get competent people in the public service. Just imagine a CA earning say R120 000.000 per month expected to give 10% to the ANC whilst he can get the same salary from the private sector, where do you think he will go? The deployment of cadres is a money making scheme for the ANC, just like tenders. In fact the ANC is a labour broker due to this practice. This also extents to tenders, a comrade wins a tender a portion will have to be "donation" to the ANC.

AND THEY TELL US ABOUT CORRUPTION!!

Exactly. This was my argument yesterday on teachers pay; especially entry level. Some people thought R10 000 is too little for entry level teachers. Nc! Nc! Nc! Nc!. Actually it is a lot.

As for this SCOPA guy how much is he earning, ever since he was tasked to run SCOPA there is fkol that that he did, but to wait for end of july every year to run his mouth, the NEC was correct SCOPA must fall under Public Protector Office atlist something will happen. Themba you are doing fkol chief please consider stepping down!!!!

I have the problem when we keep finding problems without the solutions. I thought it was for Scopa to find problem and find solution too. Is very sad that there are ghost personnel that are getting paid. How does that happen? what is the pupose of persal numbers? The whole people that are responsible must be fired! I mean what are the HR people doing? where do the payment go to?

Every time the auditor general does the audit for the government departments, recommendations are made on how to deal with the risks that have been identified. However, there is nobody who does the implementation of those recommendations. Same can be said about SCOPA, they will identify the problems but who should implement the solutions. In fact, some of the people who are supposed to implement solutions do not even know what a qualified audit report means or the seriousness of such a report.

The story is so true....it doesn't only apply to teachers, it goes to all professions such as engineering etc. why hire people to then ask consultants to do the work......labour broking at its best.

I want to agree with Thitanwi that SCOPA makes recommendations the people to implement is not SCOPA .
To Swona Cde Themba godi is not using SCOPA to score political points he is the President of the African People's Convention and if you have been following the media you will see that his Party has programs on the ground engaging with communities in all corners of the country.

The DA are not an exceptional group of workers BUT they have a municipality model that works and every time they win a municiplaity they simply roll out their successful model and they deliver services. The ANC can't do the same ting - they are trapped in their own mess by all the deployed non-performing cadres and its coming back and BITE them BIG TIME.

Everyone with just a little bit of common sense will know that this situation can't carry on like it has. Every year government employees get a nice pay rise while service delivery actually goes down.

The public sector wage bill is just too high and it must be cut back and service delivery must be improved by working more efficiently.

How can the ANC can talk about more government involvement in the economy and more state owned business ?? Are they blind??

This is hypocrisy. Godi must say something about the fat salary increases he and other members of parliament receive every year before he makes such comments. Its as if he is not paid a huge salary.

aren't there managers to manage whatever incompetencies there may be? WAKE UP SOUTH AFRICA and realise that the struggle continues, not all boeremag members are jailed, they are still fighting to discredit the ANC instead of coming up with solutions; it seems their only solution is to have their own puppet so they can pull the strings...obviously the ANC cut these strings time ago and not everyone is happy with that FACT. If you know the way, show the straying traveller instead of shouting wrong way and not providing directions, that suggests that you might be clueless yourself.
