'Illegal shebeens should be closed, yes!' Well I disagree with the notion that all Shebeens should be closed, that will be suicidal! Most of Shebeen owners are unemployed and use them as their main source of income. So as a society are we suggesting that they close the Shebeens and start stealing again! That is pathetic whereas we have solutions that can solve the problem and build up small entrepreneurs who have the potential to make it big in business. As a solution I am saying the Police Commissioner must see to it that those shebeens become legalized and Police should be deployed at those Shebeens to make sure that under age kids does not access the services there. Besides Police Department will never win war against crime as there is lot of corruption in that Department and Correctional Services, everything, including illegal acquittal, stealing / selling dockets and even drugs in Prisons depend on how much you have in your pockets! Police are being bribed to commit ''legal crime'', yes because is protected by police. There is a theory that suggests that the solution to solving "big unsolvable" criminality is to clamp down on all minor criminality. The proponents of this theory suggest that this approach works because:
1. It conscientises communities
2. It is within the capacity of most law enforcement agencies
3. It traps the big fish who are likely to disregard minor laws without "draining" the capacity of the law enforcement agency
Illegal shebeens must be closed, we cannot patronise them. These are the same people who sell alcohol to underage kids & sell alcohol on sunday.

Most theories have their loopholes. This one is no exception. What it does however do is make people who are not aware that their own actions are contributing to bigger crime. Most people would tell you that to get a drivers licence, they have to pay a R1500. Most people do that simply to get their licence but they do not give a toss as to the criminality they are aiding.
Most of the big boys if targeted for their big deals can drain the resources of most law enforcement agencies, or like SARS has found, tie them up in lengthy court battles with usually better lawyers.

A young girl I know is a radiologist and has odd hours due to her shifts. She was stopped by the cops and told that they need 'cooldrink money' as she had broken the law. She refused. They broke both her headlights and arrested her. Of course, nobody at the police station would take her statement and it cost 500 to get her out - no paperwork but the threat of having to stay in the jail until Monday was enough to make sure she now carries around a 50 note in her ID book.

Sheebens should be regulated, licenced and closely monitored. Sheebeen owners bear responsibilty of their patrons. The problem with regulation in SA is someone (in position of authority) finds a loophole (of corruption) and exploit it, thus making regulation null and void. Its like saying guns k**l people, but its people that k**l other people. Everyone who uses these places share a responsibility for their own safety. Everyone knows its not safe (anywhere in the world) for an attractive single female to go out drinking alone till godless hours. I totally disagree with complete closure as they are a source of income for a lot of people. JZ can breath a sigh of relief, this is not his field, but of those who frequent these drinking holesReport Abuse

legalise shebeens - sure - but this will not cure the scourge of rape in our society, it starts at home, with upbringing (forgive the pun). ps did anyone check the amazing results of today's poll? malema & zille most preferred to spend time with on a deserted island...heheheReport Abuse
