I think the ToR should also include why the textbooks were never delivered in the fisrt place, was it not because of s27 organization most of us South African we wouldn't have known about this problem.
They promised 100% delivery and now they are telling us its 99,9% delivered, what about the 0.01%. It might look like small but they promised 100% so they should delivered 100% then maybe we might find a place in our hearts to forgive them. The minister is arrogant in hear reply to this, her apology doesn't convince us.
Come year end the black results are low yet again.
Thanks to Mrk Heywood's organization and the DA for taking this up so seriously. The ANC is not vociferous in this matter, they are taking it light maybe because it was committed by one of their own.
If it was committed by someone outside their camp they would be telling us about marching against an incompetent and yet arrogant minister.
The people of South Africa need an explanation in the form of someone up there resigning or being forced to resign then we can sleep well and say South africa takes its education serious.

you started the conversation, I think any party are actually better than the anc, they have proved themselves incompetent over and over again, the anc will not see my vote in the next election, I will rather go for the party who tried to help out the students during this horrible failure of the anc, the party who offered services and was declined by the anc. I have read this blog for a while now and noticed you are a strong anc supporter who does not want to see their failures, the failure of these kids should be the last straw.
The failed the schooling system horribly in the EC, now Limpopo, Health in both provinces as well.

I hails from Limpopo's deep rural area(Ga-Mashashane). I schooled in a less resourced school where only teachers had textbooks and we(pupils) had to listen to what the teachers was teaching. To be precise, It is either a only a teacher had a textbook or we shared less than few textbooks amongst ourselves. Teachers tried their best and here I am today doing my MSc.
Textbooks ordeal doesnt start today at Zuma's tenure, but it has been a perennial problem that had plagued most black/marginalised groups. That is why I am working hard every day to raise my kids in a decent manner possible. Putting one's hope to the government resembles a fool who flirts with a deadly snake. I believe to get rich you need to work hard, sitting back and complaining that my neighbor has a better job and get more money is not going to bring me anywhere. Hard work is what brings us freedom, not waiting for someone to give hand outs or certain policies from any party.

Your political party banter is quite interesting. What interests me is how desperately you sound to show which party can do what for the people. You, and many other un-named bloggers, sound like sales people who phone people to say "Congradulations, you have just won....".
It is fascinating to see South Africans who see where the Govt is lacking and then form an NGO to fill in the gap and even take the govt to court to force it to do 'the right thing'. NGO's exist even in the most admired govt because politicians by their party mandate are selective of the things they channel taxpayers money to.
There were NGO's during the former govt. (most were banned anyway), change this govt. and there will continue to be NGO's because even the next govt will favour certain things and ignore others. They will pander to their funders. They will also be corrupt, maybe less than the current crop.
What would be fascinating is to see which NGO you each (and other un-named bloggers) support to compel this and any other govt to come (should the majority elect that way) to deliver on specifics that seem to fall between cracks.
One believes all the successful court bids that are forcing the current govt to do certain things will give birth to NGO's that can force the current govt to get rid of Angie, who clearly failed. Maybe you may start such an NGO! Just hoping. That would be better than being sales people for snake oil.

Well done my friend...I was born in Nongoma, went to school at the Nosvold Mission in Ingwavuma 'till 9 years of age and had passed my Hons BComm/CTA at Rhodes University before my 21st birthday so a lot depends on how much you really desire anything in life and how focussed you are in wanting to acquire it.
The point is though that the ANC should resist making so many promises to people each election that it clearly knows it cannot deliver on.....free education, free tertiary education, youth wage subsidy and now a youth work seekers subsidy, 13 million people on grants, free housing, free health care etc etc.
This economy cannot sustain these types of promises!!! 5 million people supporting 50 million people and the population outgrowing economic growth substantially with the ANC offering no solutions to improve economic development, instead wanting to control and influence all sectors of the economy as corrupt and inefficient as it is!!!
In most of Africa public servants don't even get paid and you can forget grant monies!!! But every day you hear about the extravagance of our hyenas like the headlines in the Mercury today...."Zuma's R2bn bling jet"....

Mama Angie please do the right thing and for once let a government official who has failed miserably take full responsibility for the mess they created and resign.
Reading a full account of how we find ourselves in this mess is sad, really sad especially when Angie had so many chances to come up with a Plan B starting in July 2011 when she was first warned about the irregular tender awarded to EduSolution. Then to read Angie pushing the blame to Anis Koradia – the one man who wanted to fix this mess as soon as he was deployed to Limpopo – is just sad.

If you are of fan of Malema or Mathale you need to put blame squarely on the provincial leadership as well, it is when tenders are awarded irregularly to people who cannot deliver that the wheels start coming off the wagon. This is sad all round; unfortunately it is the kids that suffer.
After all is said and done it is Angie that should take the biggest blame not only because she is the Minister but because of her personal interference and lack of action when she was forewarned.
ANC is there a limit to ways to can screw up? Just about everything is going wrong under this administration, how do you expect people to vote for you when you mess up so often and so badly? Ridiculous mess ups like this should not happen in a first world country, your mistakes are comical guys.
.... and they want to force us stopping using private medical aids and channelled towards public health facilities when you can’t even get something as basic as ordering material and delivering it to the right place in right quantities.
Incompetence does not get worse than this. You deliver two boxes to a school and then claim you've done your job, we are not idiots and can tell this is a PR exercise. the real problem still exists.

Here is my advice to the ANC for what it is worth. Instead of the big conferences where everyone talks a lot of sh1t and where nothing concrete happens and where the collective energy of the ANC is placed instead of running the country (Angie probably too busy with the 2nd Transition to focus on delivering text books) I would do the following:
1) Stop cadre deployment immediately-the boetie boetie way of things doesn't work.
2) Only people properly qualified for a job must get it.
3) Place a qualified accountant and a qualified engineer in every municipality.
4) Jail cadres and corrupt govenment employees and politicians. Only when people start losing their jobs and are placed in jail for long terms (not 5 star hospitals) will we start dealing with corruption.
5) The public servants must at least do their job and preferably do more than what is asked of them.No time for lazy, incompetent and over paid public servants.
6) Clean up the teaching profession.
7) Do something drastic to improve basic education.
8) Bring back the Scorpions
9) Beef up and give more resources to the public protector.
10) Government must lay the platform for the private enterprise to thrive andd especially small business.
11) Government can't deliver text books on time so how do we expect it to play a greater role in the economy. Stay out of the economy but support private enterprise.
12) Leave the judiciary alone and independent
13) don't mess with a free press. They tell us when the government is messing up.
14) Provide skills training to the unemployed and bring back the apprenticeship system. SETAS are a waste of time.
15) The civil service and government organisations must be independent from the political party in power at the time. Don't change the director general of a department every time a new minister comes in or a new party comes to power.
16) A career policeman should be in charge of the police and not a political cadre who has no experience.
17) The police and intelligence services should not be used by politicians for political power games. Report Abuse

Basing my contention on my analysis below surely Comrade Angie and Bra Dicky and Mathale should be fired with immediate effect as they are completely useless illiterates spoil brats! Confidential circulars penned by Anis Karodia, head of the intervention task team sent in by the national government, throw into mind-boggling relief the administrative chaos, financial mayhem, waste and plunder of public resources he unearthed in the Limpopo education department.
In two circulars dated March 12 and March 16, 2012 and distributed to the head of the intervention unit, the treasury’s Comrade Monde Tom, Limpopo education MEC Dickson Masemola, the department’s chief financial officer, Martin Mashaba, and the director general of basic education, Bobby Soobrayan, Karodia declared that there is no doubt that there has been a massive mismanagement of funds.
He also said that the department had waded through the latter part of 2011-2012 in a state of bankruptcy, how pathetic for the Minister to remain useless and calm after such a fatal fallacy in management!.
He conservatively estimated budget overruns and misappropriation, stemming back to 2009, at R2.6-billion, my Lord what a fuss! .
Salaries and compensation costs stood at 87% of the total yearly budget, leaving a miniscule amount for the delivery of education services, and the toothless ugly Angie remain calm and useless!.
The CFO who have a diploma in finance! Mr Mashaba and the department’s entire “top-heavy” financial system was unqualified, unable to monitor spending and had “a disregard for” planning.
Senior managers had little understanding of the department and were “slow, cumbersome and lack direction”, whereas supervision was poor and managers were unavailable when important documentation and discussions were required and still Angei and Mathale remained blind!.
In general, the staff did not have the attitude or will to work. There was no sense of purpose, which had led to a “free-for-all” looting tendency which destroyed the future of our kids and where was Mathale and Angie still they were ''too clever'' to realise what was going on!.
The “monetary quagmire” would have been dealt with through the three-year medium-term framework and beyond in order to stabilise the department.
Among the consequences were those schools were starved of funding, services were not provided and service providers went unpaid and Mathale and Angie were still ''too clever'' to shed the light!.
The consequences of the crisis that Angie and Mathale created are:
That more than R50-million was owed to transport service providers, who were effectively double-charging the department through the use of an approved payment system that charged per pupil and for running costs , and here exactly, Comrade Zuma must fire this shenanigans!;
Department cellphone and landline bills, which are ”vulgar”, were each running at about R1-million a month clearly Angie and Charlie must go!
There was aimless and unnecessary travel by a host of officials and many schools had not paid their electricity bills.There was unnecessary catering and abuse of the groccery budget!
Too many workshops and meetings were held while work remained incomplete and there was unnecessary training of senior staff who should already have had the correct competency, there were excessive hotel stays and leaders failed dismally to prevent that to happen so what!!?

You know what really irks me Mica, it is the fact that instead of admitting to making mistakes Angie has lied to the public and blamed everyone but herself when she was warned in 2011 already about this contract and did nothing. She had many opportunities to intervene but did not and now she wants to point fingers.

Lovemore said they had asked Public Protector Thuli Madonsela to investigate why textbooks had not been delivered on time in the province.I think the ToR should also include why the textbooks were never delivered in the fisrt place, was it not because of s27 organization most of us South African we wouldn't have known about this problem.
They promised 100% delivery and now they are telling us its 99,9% delivered, what about the 0.01%. I hails from Limpopo's deep rural area(Ga-Mashashane). I schooled in a less resourced school where only teachers had textbooks and we(pupils) had to listen to what the teachers was teaching. To be precise, It is either a only a teacher had a textbook or we shared less than few textbooks amongst ourselves. Teachers tried their best and here I am today doing my MSc.Textbooks ordeal doesnt start today at Zuma's tenure, but it has been a perennial problem that had plagued most black/marginalised groups. That is why I am working hard every day to raise my kids in a decent manner possible. Putting one's hope to the government resembles a fool who flirts with a deadly snake. What I find even more disturbing is that SADTU did not even protest or call strike action at this tragedy. but anytime they have a grievance concerning wages they are quick to take to the streets.I'm glad I can afford to take my kids to a private school. this is rubbish.

Your political party banter is quite interesting. What interests me is how desperately you sound to show which party can do what for the people. You, and many other un-named bloggers, sound like sales people who phone people to say "Congradulations, you have just won....".
It is fascinating to see South Africans who see where the Govt is lacking and then form an NGO to fill in the gap and even take the govt to court to force it to do 'the right thing'. NGO's exist even in the most admired govt because politicians by their party mandate are selective of the things they channel taxpayers money to.
There were NGO's during the former govt. (most were banned anyway), change this govt. and there will continue to be NGO's because even the next govt will favour certain things and ignore others. They will pander to their funders. They will also be corrupt, maybe less than the current crop.
What would be fascinating is to see which NGO you each (and other un-named bloggers) support to compel this and any other govt to come (should the majority elect that way) to deliver on specifics that seem to fall between cracks.
One believes all the successful court bids that are forcing the current govt to do certain things will give birth to NGO's that can force the current govt to get rid of Angie, who clearly failed. Maybe you may start such an NGO! Just hoping. That would be better than being sales people for snake oil.

Well done my friend...I was born in Nongoma, went to school at the Nosvold Mission in Ingwavuma 'till 9 years of age and had passed my Hons BComm/CTA at Rhodes University before my 21st birthday so a lot depends on how much you really desire anything in life and how focussed you are in wanting to acquire it.
The point is though that the ANC should resist making so many promises to people each election that it clearly knows it cannot deliver on.....free education, free tertiary education, youth wage subsidy and now a youth work seekers subsidy, 13 million people on grants, free housing, free health care etc etc.
This economy cannot sustain these types of promises!!! 5 million people supporting 50 million people and the population outgrowing economic growth substantially with the ANC offering no solutions to improve economic development, instead wanting to control and influence all sectors of the economy as corrupt and inefficient as it is!!!

I have also completed my honours at TUKS(Top University in the country) when i was 21 years. With the power of God i defied all odds (poor education standard) to be where i am. I dont think I am ready to vote for ANC in the next elctions. Freedom is not putting ANC in power but True Freedom is voting for any political party of one's choice. If you are of fan of Malema or Mathale you need to put blame squarely on the provincial leadership as well, it is when tenders are awarded irregularly to people who cannot deliver that the wheels start coming off the wagon. This is sad all round; unfortunately it is the kids that suffer.
After all is said and done it is Angie that should take the biggest blame not only because she is the Minister but because of her personal interference and lack of action when she was forewarned.
ANC is there a limit to ways to can screw up? Just about everything is going wrong under this administration, how do you expect people to vote for you when you mess up so often and so badly? Ridiculous mess ups like this should not happen in a first world country, your mistakes are comical guys.
.... and they want to force us stopping using private medical aids and channelled towards public health facilities when you can’t even get something as basic as ordering material and delivering it to the right place in right quantities.

The Americans thought the change to an Obama led goverment would be a solution to the bad, lying and a leaning toward the rich Bush led government. The point I am making is very simple; do not minimize other people's problems!!!! The delivery of textbooks to the schools on time is essential for learning to take place in the class room. I recommend that the Minister be suspended immediately without leave, leading to her dismissal for poor perfomance,negligence,incompetence,ignorance and dishonesty.Furthermore, no cadre deployment in any Government positions and no the so called golden handshake as it has become a norm recently that even though an individual has grossly failed to effeciently and effectively performed his/her required duties, is awarded Tax-payers hardly earned money.It should also be reflected the Minister's relationship with the said private company.Report Abuse

Great! The points made are great. You are entitled to the views you hold.
Voting, however, is touted as a solution to bad gorvernance! The Americans thought the change to an Obama led goverment would be a solution to the bad, lying and a leaning toward the rich Bush led government. The truth seems to suggest that NGO's and strong oppositions can hold governments ( irrespective of who leads) to account better than party swopping.
If the current government then dispose of those who were accountable for what the oppositions found them guilty of, unfortunately our government is so in your face that they don't even care about that anymore, just move the guilty party somewhere else with golden handshake. It is time for a change, it has been proven that no struggle party was successful in governance, it is time to get a democratic party and stop this struggle.

Here is my advice to the ANC for what it is worth. Instead of the big conferences where everyone talks a lot of sh1t and where nothing concrete happens and where the collective energy of the ANC is placed instead of running the country (Angie probably too busy with the 2nd Transition to focus on delivering text books) I would do the following:1) Stop cadre deployment immediately-the boetie boetie way of things doesn't work.
2) Only people properly qualified for a job must get it.
3) Place a qualified accountant and a qualified engineer in every municipality.
4) Jail cadres and corrupt govenment employees and politicians. Only when people start losing their jobs and are placed in jail for long terms (not 5 star hospitals) will we start dealing with corruption.
5) The public servants must at least do their job and preferably do more than what is asked of them.No time for lazy, incompetent and over paid public servants.
6) Clean up the teaching profession.
7) Do something drastic to improve basic education.
8) Bring back the Scorpions
9) Beef up and give more resources to the public protector.
10) Government must lay the platform for the private enterprise to thrive andd especially small business.
11) Government can't deliver text books on time so how do we expect it to play a greater role in the economy. Stay out of the economy but support private enterprise.
12) Leave the judiciary alone and independent
13) don't mess with a free press. They tell us when the government is messing up.
14) Provide skills training to the unemployed and bring back the apprenticeship system. SETAS are a waste of time.
15) The civil service and government organisations must be independent from the political party in power at the time. Don't change the director general of a department every time a new minister comes in or a new party comes to power.
16) A career policeman should be in charge of the police and not a political cadre who has no experience.
17) The police and intelligence services should not be used by politicians for political power games.

Hi FriendsWe talk about racism but South Africa is a winning country, there are thousands of good people white and black but these small things are killing this beautiful country and caring has been thrown away complete.
There are no consequences of “op fok”, where are we heading?
The ANC needs to hold conference, a bare essential item with 3500 delegates? At R800 per person per day the costs is around R3 000 000 to R5 000 000 per day. Let us equate this to our homeless people, around 50 houses a day spent at conferencing in the middle of winter.
On the texts books, lost opportunity for our children, priceless and can this is measured in monetary terms? In monetary terms, doctors, engineers thrown in a dustbin as a result of this kak and opportunity wated.
Ag no man let us re think the way we are doing things.

Basing my contention on my analysis below surely Comrade Angie and Bra Dicky and Mathale should be fired with immediate effect as they are completely useless illiterates spoil brats! Confidential circulars penned by Anis Karodia, head of the intervention task team sent in by the national government, throw into mind-boggling relief the administrative chaos, financial mayhem, waste and plunder of public resources he unearthed in the Limpopo education department.In two circulars dated March 12 and March 16, 2012 and distributed to the head of the intervention unit, the treasury’s Comrade Monde Tom, Limpopo education MEC Dickson Masemola, the department’s chief financial officer, Martin Mashaba, and the director general of basic education, Bobby Soobrayan, Karodia declared that there is no doubt that there has been a massive mismanagement of funds.
He also said that the department had waded through the latter part of 2011-2012 in a state of bankruptcy, how pathetic for the Minister to remain useless and calm after such a fatal fallacy in management!.
He conservatively estimated budget overruns and misappropriation, stemming back to 2009, at R2.6-billion, my Lord what a fuss! .
Salaries and compensation costs stood at 87% of the total yearly budget, leaving a miniscule amount for the delivery of education services, and the toothless ugly Angie remain calm and useless!.
The CFO who have a diploma in finance! Mr Mashaba and the department’s entire “top-heavy” financial system was unqualified, unable to monitor spending and had “a disregard for” planning.
Senior managers had little understanding of the department and were “slow, cumbersome and lack direction”, whereas supervision was poor and managers were unavailable when important documentation and discussions were required and still Angei and Mathale remained blind!.
In general, the staff did not have the attitude or will to work. There was no sense of purpose, which had led to a “free-for-all” looting tendency which destroyed the future of our kids and where was Mathale and Angie still they were ''too clever'' to realise what was going on!.
The “monetary quagmire” would have been dealt with through the three-year medium-term framework and beyond in order to stabilise the department.
Among the consequences were those schools were starved of funding, services were not provided and service providers went unpaid and Mathale and Angie were still ''too clever'' to shed the light!.
The consequences of the crisis that Angie and Mathale created are:
That more than R50-million was owed to transport service providers, who were effectively double-charging the department through the use of an approved payment system that charged per pupil and for running costs , and here exactly, Comrade Zuma must fire this shenanigans!;
Department cellphone and landline bills, which are ”vulgar”, were each running at about R1-million a month clearly Angie and Charlie must go!
There was aimless and unnecessary travel by a host of officials and many schools had not paid their electricity bills.There was unnecessary catering and abuse of the groccery budget!
Too many workshops and meetings were held while work remained incomplete and there was unnecessary training of senior staff who should already have had the correct competency, there were excessive hotel stays and leaders failed dismally to prevent that to happen so what!!?
I DO NOT SEE WHY ZUMA SHOULD NIT FIRE ALL THESE IDIOTS

You know what really irks me Mica, it is the fact that instead of admitting to making mistakes Angie has lied to the public and blamed everyone but herself when she was warned in 2011 already about this contract and did nothing. She had many opportunities to intervene but did not and now she wants to point fingers.Sis maan Angie, you should be ashamed of yourself.
