Unfortunately the law dealing with scrap metals is still very grey thereby making it difficult for law enforcements to deal with culprits effectively.
It's unfortunate for Eskom because there is no wireless technology distribution of electricity.

3 Weeks ago, I sent a bakkie load of scrap copper ( I own an electrical contracting firm) to the scrap yard. My driver, despite being in possession of all the relvant documentation, was stopped and arrested. The cops demanded R 15 000 from me to release the load. I refused. My man was locked up for the night. The next day the case was thrown out of court. Went to fetch my bakkie. Guess what? No copper. All gone. The cops need not look any further than themselves to find the culprits. They know that, that's why the culprits will never be found.
