Former mayor 'defrauded' council

MPAI Mohorosi, the former mayor of the cash-strapped Nala local municipality in Free State, has been accused of fraudulently using council money to build a wall at her private residence.

According to the KPMG audit report, Mohorosi, who is now the ANC Women's League deputy general-secretary, had failed to see to it that the municipality's books were kept in order.

This is one of a litany of financial irregularities contained in the report implicating the municipality, which serves Bothaville, Wesselsbron and surrounding farming areas. The irregularities largely pertain to irregular salary payment and petrol purchases and the failure to eradicate the bucket toilet system.

In 2008, an unapproved expenditure of R234000 was made to build a wall at Mohorosi's home.

The report says this was done in contravention of the municipality's supply chain management policy.

Mohorosi had promised to respond to Sowetan's questions "by Sunday" but failed to do so.

Current speaker Nozililo Mashiya is also implicated in the unprocedural use of the municipality's credit card to buy liquor.

Between July 2009 and May 2010 the amount of R11489 was used to purchase liquor. About R1038 was used to buy alcohol on Fridays, while R7488 was spent on Saturdays.

On public holidays, Mashiya allegedly spent R2969 on alcohol.

Mashiya held that the matter was sub-judice, but said: "I am willing to cooperate and give my side of the story." In December 2009 the municipality was placed under administration by the provincial government as a result of gross mismanagement. But for two years the municipality has not supplied documents for auditing and has not been audited. The municipality can't generate revenue, despite R6million spent to improve the system.

DA councillor Toenie Nieuwoudt said: "We will not rest until all those implicated are behind bars."

Cope's Papi Radebe called for the probe to be completed quickly.

Police are investigating.
