Auditor-General's dire findings
PRESIDENT Jacob Zuma's administration is not making progress achieving clean audits.
This comes as fewer national departments were found to have received clean audits in the financial year ending March 2011.
Nine departments received clean audits in that period, down from 11 the previous year.
The dire findings were announced yesterday by Auditor-General Terence Nombembe at a National Press Club briefing in Pretoria.
Zuma's office also did not come out smelling of roses.
Nombembe announced that the Presidency received a financially unqualified audit but with findings.
Though Nombembe did not go into details, he said he was none-the-less concerned that the highest office in the land failed to adhere to legislated accounting practices.
A further 25 national departments received financially unqualified audit with findings.
A financially unqualified audit with findings is issued when entities had not fully addressed deficiencies in their reporting on predetermined objectives or compliance with laws and regulations.
This performance is a significant drop from the previous financial year, which saw 17 departments receive financially unqualified audits with findings.
Perhaps not surprising was the revelation that the Public Works Department received a disclaimer - issued when the auditor cannot form an opinion on the financial statements.
The troubled department has continuously made headlines for the wrong reasons, particularly for the mess surrounding the multibillion-rand police headquarters deal which resulted in its former head Gwen Mahlangu-Nkabinde being booted out of government.
National police commissioner Bheki Cele is currently on suspension because of the controversial lease deal.
No department received a disclaimer in the financial year ending March 2010.
Nombembe said there was reason to be happy after the departments of environmental affairs, public enterprises and science and technology received financially unqualified audits without findings.
He said this was a sign that these departments were making progress in achieving clean audit status.
However, problems still abound.
"The regressions as well as the lack of adequate progress towards clean audits is as a result of the high vacancy rate and staff acting in senior management positions, including that of accounting officers," Nombembe said.
Provincial departments did not fare much better than their national counterparts. Sixty-four departments received financially unqualified audits with findings, while 15 received qualified audits without findings. Thirty-two departments received qualified audits and four received disclaimers.

Why are you concerned Mr Nombembe? Surely this was expected when you consider that the president does not follow simple HR recruitment policies and procedures when appointing employees!!!!

This is the results of cadre deployment. Our departments will never improve unless we separate between Admin and politics. The ANC is doing nothing about that. We need a strong ruling party which can address such. I think DA is capable of doing that. Lets vote for DA in the next coming elections. We must deal away with ANC as it is tired and old.
