Agency has not accounted effectively for how it distributes funds or even fully identified the recipients of grants Plus not all of the funds have been disbursed
The LOTTO is a big fat con/fraud meant to enrich 'certain' individuals and groups.
It does NOT help those in need. eg Old Age Homes and children. Instead 100 million goes to a BS conference hosted by the useless ANCYL where nothing is achieved.
