Gauteng to name and shame tender cheats

Sep 2, 2010 | Olebogeng Molatlhwa | 8 comments

THE Gauteng department of finance will in future name and shame companies that fail to deliver after being awarded government tenders.

As a first step finance MEC Mandla Nkomfe said from now on information on tender winners would be published quarterly.

He told a media briefing yesterday that the reports were ready and only needed to be signed off by the legislature. Company names could be on the department's website as early as Monday.

This decision, Nkomfe said, "is in line with the provincial government's plans to create transparency".

"We have noted that contractors who have benefitted from government tenders tended to take advantage of the fact that any information related to those tenders was not known to the public.

"We want to change that by making all the relevant information public."

The department's head of communications, Khusela Sangoni, said a decision still had to be taken on whether the names of company directors would be included.

"What will be made public is the name of the company that has been awarded the tender, the value and what it was awarded for," he said.

No decision was taken to name and shame contractors who did shoddy work.

Infrastructure development spokesperson Kabelo Thabethe said the premier and MECs would have to make that decision.

MEC for infrastructure development Faith Mazibuko said departments would keep a three percent retention of the contract value.

This was to ensure contractors produced satisfactory work, starting with Jabulani Hospital in Soweto.

Meanwhile, the province is facing a R20billion infrastructure backlog headache.

It has to contend with diminishing revenues owing to huge job losses arising from last year's gruelling global financial meltdown.

The lag includes upgrading and refurbishing OR Tambo Memorial, Yusuf Dadoo, Helen Joseph, Jubilee and Sebokeng hospitals.

The province identified the need for 47 new schools.
