The Department needs iPads and iPhones, these are Apple products so why isn’t government negotiating with Apple directly and procure these themselves?

If you add an intermediary you increase costs, create opportunities for fraud and corruption and introduce potential problems like ones we are experiencing with EduSolutions. The problem is how we procure goods; there is no need for a tender to be awarded for something as straight forward as this. Maybe I should also start a business and exploit this lapse of logic in our procurement system.

It doesn't make sense does it.

In retail you have professional buyers whose job it is to source goods and products for the likes of Edgars, their mandate is clear; get the best products at the cheapest price so they will squeeze every cent from the supplier so that the company pays the lowest price and saves on unnecessary costs.

With government it is the exact opposite, it is a tenderpreneurs paradise as our government is intent on wasting as much money as they can and they can. I have no problem with tendering for services like constructions of houses but for goods that are readily available and that can be procured directly from the supplier and where we can negotiate bulk discounts how we procure goods is just st.upid.

I just don't get this straight. If these scammers are using the same telephone and fax numbers,is it not somewhat easy for the police to trap them? Secondly how on earth do you make such deals over the phone without signing down any piece of dirty paper for God's sake. Call me stupid if you want but Im' not the only one.

Whoever introduced the tender system clearly had a hidden agenda and whoever was convinced that this was best for the people was either very stupid or stood to gain tremendously. If the tender system is not a scam, may be I do not know what a scam is.

This is Mzansi for sure. Don't pay for anything without visiting offices of that supplier or agent or department. Beware of businesses that have 086,,, fax number and gmail/yahoo/web-mail and so on email address. Check if they have land line phone, not only cellphones as form of contact. This is South Africa.

While all the other dealers have refunded him, one dealer at the Eastgate Mall, iStore, has refused to take back 19 iPads and refund Luzipho R152,000.

The Istore is owned by Apple distributors how did they get involved in all of this in the 1st place....

In limpopo well known hardware store ,in heavely involve in the scam together with youth leage president,

DADA world of ahrdware,cassel mathale, Juju, involved in number fake tenders to deliver building material for dept of education and healt to build school,or clinics.

A tender to deliver 1000 bag of cement. in a deep rural villages, that will cost your company million of Rands ,after delivering those cement , while awaiting for payment, while dada Truck will come to collect cemet back to their store will big big sale, while claiiming for payment from gorvernmwnt ,you will be told they know nothing about such tender

The are few people who manage to speak out, the truth is dada store is very cheap with their building material.

THEY WILL TELL YOU " BIG BIG BIG SALE ,CEMENT CHEAPER THAN WHERE THEY MANUFACTURE IT "DADA WORLD OF HARDWARE.

@ DZEL - Government business can only be done through tenders, otherwise there would be even more room for corruption. Government would then be free to just do business woth those people that they prefer, irrespective of the prices being charged and whether they can deliver. The tender process is there to ensure that government gets the best prices and the best delivery - the only thing is that the tender processes should be transparent and honest.

@SABZA007 - we cannot simply say " this is SA" because that means we are a corrupt, dishonest, loser nation. We can never accept that.This corrupt government must change or be voted out of power, its ass imple as that.

Lets think about this logically; you need to source tablets, you either go for Apple tablets or you go for Android based tablets. Samsung is the market leader in Android based tablets so you essentially have two companies to deal with so you invite them to bid for the contract directly and you negotiate directly with them. Everything is documented and once a year you audit the system to ensure figures no fraud took place.

As for corruption you have a gift’s register and if prices paid don’t make sense you know who was responsible for procuring these services so you make them accountable. Where is the gap here?

By the way Android is wrecking havoc in the cellphone market, RIM – the makers of Blackberry – are in serious trouble and will have to sell the business if they want to avoid bankruptcy. Nokia is also in serious trouble unless Windows OS rescues them from going down as well. Interesting that a company’s survival depends on what OS they are on.

If you know anything about technology avoid Blackberry, I don’t understand why they were the best selling brand in SA considering alternatives. My entry level Samsung rocks the only problem being its limited internal memory.

@ DZEL. Yes, I agree there are exceptional circumstance but who decides what those are ? Old Cassel Mathale would no doubt want all industries to be considered exceptional and have his connections declared market leaders ! Just kidding, there is merit in what you say. Thanks for the info on Blackberry, I have not kept informed of these issues and have been thinking of getting one. Will reconsider.

No bro, the agenda was clear and there for everyone to see. The agenda was to plunder the state coffers and tenders is the only way for politician's relatives and politicians themselves to get very rich very quick.
